Luís Viegas

Senior Research Fellow

Luís Viegas is a Senior Research Fellow at the GLOBSEC GeoTech Centre, where his work focuses on digital transformation, artificial intelligence, and European technology and innovation policy.

Over recent years, he has served as a strategic adviser in President’s Von der Leyen Advisory Service (I.D.E.A.), contributing to policy development on digital, technology, and innovation strategy at the highest level of the European Commission. He was also a member of the EU Competitiveness Task Force, where he helped shape the Union’s medium-term economic strategy with a particular focus on digital technologies and industrial competitiveness.

Previously, Luís worked at the European Commission’s in-house think tank (EPSC) under President Jean-Claude Juncker, and served as a senior adviser at the European Parliament, contributing to policy analysis and strategic foresight on European economic and technological affairs. Earlier in his career, he worked as a strategic consultant and held governance roles, including membership of the management board and senate of the University of Coimbra.

Luís Viegas a Visiting Fellow at the Oxford Internet Institute, University of Oxford. He holds a Master’s degree from ESCP Business School, where his dissertation focused on Artificial Intelligence, and he has an academic background in economics and a post-graduation on strategy, foresight and innovation
