Navigating a New Global Order
In an era of rapid technological disruption and geopolitical flux, understanding the emerging global order demands sharp analysis and foresight. This research paper offers both. Co-authored by General John R. Allen and Koray Köse, it presents a comprehensive framework for interpreting the turbulent forces reshaping our world. Both authors are recognized thought leaders at the crossroads of technology and geopolitics.
General John R. Allen: Strategic Leadership and Global Insight
General John R. Allen, a retired four-star U.S. Marine Corps general, brings decades of experience to this work. As the former commander of the NATO International Security Assistance Force (ISAF) and U.S. Forces in Afghanistan (2011–2013), he led coalition efforts during a critical period of global security challenges.
After his military service, Allen was appointed Special Presidential Envoy for the Global Coalition to Counter ISIL (2014–2015) by President Barack Obama, coordinating international efforts against a major transnational threat. He later served as President of The Brookings Institution (2017–2022), shaping global policy debates on security and technology.
Today, he leads the GLOBSEC Geotech Center in Washington, D.C., launched in 2024 with support from Microsoft. The Center builds transatlantic bridges between technology and policy, fostering innovation and strengthening democratic resilience.
Allen is also a prolific author, with works such as Turning Point: Policymaking in the Era of Artificial Intelligence(2020) and Future War and the Defense of Europe (2021). His involvement in the NATO Adaptation Initiative (2016–2017) and NATO 2030 dialogues highlights his lasting commitment to advancing collective security in a rapidly changing world.
Koray Köse: Technology, Foresight, and Global Risk Expertise
Alongside General Allen, Koray Köse brings more than 20 years of expertise as a futurist, technology evangelist, and public speaker. As a Senior Fellow at GLOBSEC’s Geotech Center, he advises CEOs, investors, and policymakers across diverse industries—from automotive and pharmaceuticals to IT and consumer goods.
Köse has held multiple leadership roles as a board member, adjunct professor, lecturer, and Chief Industry Officer. With over 100 publications, he has built a global reputation as a multilingual thought leader. His insights regularly appear in The New York Times, The Economist, The Wall Street Journal, Barron’s, and Bloomberg, and he frequently comments on Bloomberg, CNBC, and CNA.
His participation in NATO 2030: NATO–Private Sector Dialogues, facilitated by GLOBSEC, underscores his influence in shaping discussions on security and technology.

Foresight in Action: Anticipating Global Shifts
This paper is more than an academic study—it reflects real-world foresight. In early 2022, just weeks before Russia’s invasion of Ukraine, Köse warned of an impending conflict and supply chain risks in a Gartner publication. His prediction, based solely on open-source data, proved accurate.
By analyzing troop movements, political rhetoric, and economic indicators, he demonstrated how rigorous public analysis can rival intelligence-based forecasts. Combined with General Allen’s strategic vision and decades of leadership, this research delivers powerful insights into the dynamics of what the authors call “Multipolar Chaos.”
Shaping Policy in the Age of Multipolar Chaos
Together, Allen and Köse present actionable recommendations that help decision-makers move from drift to drive. Their expertise in AI governance, geopolitics, and strategic foresight enables them to dissect the drivers of global instability and propose practical responses.
Their findings align with GLOBSEC’s mission to strengthen transatlantic cooperation and promote a secure, digitally democratic future.
A Landmark Contribution
“Multipolar Chaos: Re-Globalization and Power Rebalancing” stands as an essential contribution for policymakers, analysts, and global thinkers. It provides both strategic insight and practical guidance for navigating—and shaping—the new global order.
This work is a testament to GLOBSEC’s commitment to innovative policy solutions and its dedication to a resilient, forward-looking transatlantic community.
