Washington DC, December 2nd, 2024: 

Kersti Kaljulaid, who served as President of Estonia from 2016 to 2021, General (Ret.) Philippe Lavigne, most recently Supreme Allied Commander Transformation at NATO HQ (2021–2024), and Professor Chris Miller, author of Chip War: The Fight for the World’s Most Critical Technology, join the Advisory Council on Strategic Technologies at the GLOBSEC GeoTech Center. These distinguished leaders bring a unique range of expertise and perspectives in governance, defense, and technology to the Council.

Together, they embody a diverse range of experiences and perspectives: 

  • Kersti Kaljulaid, former President of Estonia (2016–2021), has been a trailblazer in advancing digital innovation, cybersecurity, and democratic governance. Under her leadership, Estonia became a global leader in e-governance and digital transformation, while her ongoing advocacy for sustainability and technology will provide critical insight into shaping the Council’s priorities.
  • General Philippe Lavigne, former Chief of Staff of the French Air and Space Force and Supreme Allied Commander Transformation at NATO HQ (2021–2024), offers exceptional military and strategic expertise. He has played a pivotal role in modernizing NATO’s capabilities and integrating advanced technologies into transatlantic defense strategies, equipping the Council with a comprehensive understanding of technological applications in global security.
  • Chris Miller, Professor at the Fletcher School at Tufts University and senior fellow at the American Enterprise Institute, is an internationally recognized expert in technology, geopolitics, and economics and author of Chip War: The Fight for the World’s Most Critical Technology. His incisive analysis of global technological competition and academic rigor will enrich the Council’s discussions on how technological advancements shape the global balance of power.
